Who we are
Rainstorm Consulting provides the dedicated expertise that can address individual tribal needs toward ownership of utilities: telecommunications, electricity, water, natural gas, emerging technologies, and renewable energies such as solar power. Our professionals possess over 25 years’ of experience in assisting clients with the acquisition, development, establishment, and operation of Tribally-owned services. We understand that each client is unique and requires a personalized relationship toward the development of custom-designed plans to locate appropriate funding sources, all the way through construction and technical training.
Our role is as a partner with each Tribe (Pueblo, Tribe or Nation) we work with. We help Tribes achieve their goals of self-determination by guiding them to vital resources. Through available programs, Tribes improve their tribal government infrastructure, community infrastructure, education, job training, and employment opportunities, along with other components of long-term sustainable development toward the improvement of the quality of life for their citizens – now, and for generations to come.
We offer an extensive scope of programs that cover the entire range of Federal, State and local government services. Programs include education (elementary school, colleges, universities, post-secondary schools, and trade schools), social services, natural resources management on trust lands, economic development programs in some of the most isolated and economically depressed areas of the United States, housing improvement, repair and maintenance of roads and bridges, utility services (such as electricity, solar and wind power) to rural areas. Many tribes are located in areas where there are significant, renewable energy resources, including solar power, wind power, and water turbine power. Renewable energy can be developed to meet a specific Tribe’s need for sovereignty, energy independence, increase in revenue streams, and strengthen the tribal economy. A great way to create jobs and increase local wealth creation is by utilizing renewable resources for new industries on Tribal lands. This approach is in contrast to simply exporting power off of the reservation, which often yields lower benefits for the Tribe. Many Tribes are well positioned to provide access to a stable source of competitively priced energy. For example, of the 586 Federally recognized Tribes, more than 150 have the resources needed to sustain a 1 to 500 megawatt renewable and/or natural gas power generating facility.

One excellent way for a Tribe to determine the viability of an economic development project or business, or the practicality of a technology for a particular Tribe is to conduct a feasibility Study.
For technical assistance funding, tribal entities may contract Rainstorm Consulting to perform feasibility studies focused on economic development opportunities. We will support your Tribe's goals with technical assistance, and direct you to the funding necessary to perform feasibility studies focused on economic development opportunities.
Broadband Services
Rainstorm Consulting is a full service company, offering a wealth of services toward the establishment and acquisition of a tribally-owned and operated telecommunications company. A telecommunications enterprise can provide broadband internet services to both its local communities, as well as outlying areas. In addition to planning, engineering and development, we can also implement all supporting, wireless/Wi-Fi applications to best utilize the new telecommunications systems, as well as comprehensive, technical training for all tribal employees, field technicians and administrative staff. Brand development and marketing services are also available to establish the entity in accordance with government regulations. Our team ensures that all development, operations and services meet federal, state, tribal, environmental and archeological compliance standards.

Renewable energy technologies are well suited to rural and remote areas. Former United Nations Secretary, General Ban Ki-moon has said “We all know that renewable energy is limitless and will last forever — it offers us great security and peace of mind.” He also noted that renewable energy has the ability to “provide solutions to the climate challenge, and to poverty, food security and many other challenges.” This, he said, “Will shine a light on parts of the world that have lagged behind modern development. With it will come better health, better food, more stable governments and a higher level of education. Renewable energy has the ability to lift the poorest nations to new levels of prosperity."
